Digital Swaraj: Building Bharat Beyond Welfarism


From Digital Dependency to Digital Destiny

India’s IT revolution made us the world's coding capital. But we never became the owners of the operating systems, the chip designs, or the cloud infrastructure. Today, AI is writing the very code we taught ourselves to write. The world is already at 2nm chips; we’re still setting up 28nm fabs. The risk is not just economic — it's civilisational.

This is our last window to pivot from being global digital labour to global digital leaders. And we cannot afford to blow it.

1. The Illusion of Progress: Welfarism Without Sovereignty

India’s political imagination in the last two decades has been fixated on schemes — subsidies, welfarism, and distribution. While welfare is necessary, it is not sufficient. No civilization ever rose on handouts alone. We need to build, not just distribute.

A nation that only provides welfare but doesn’t build core digital infrastructure — chips, code, cloud, and capability — is simply modernising its poverty.

Welfare without sovereignty = dependence.

Swaraj with innovation = nationhood.

2. A Nation Can’t Be Built by Bureaucracy Alone

We can’t create sovereign AI, compilers, EDA tools or 3nm fabs using the same bureaucratic model that runs ration cards and insurance portals.

We need:

Talent First, Not Tenure First

Autonomy in Execution

Transparency as a Default (because sunlight is the best disinfectant)

This is not an IAS mission. This is an engineer’s mission, a scientist’s mission, a systems architect’s mission.

3. Learn from Precedents — or Get Left Behind

The U.S. CHIPS Act put $52 billion on the table to regain chip leadership.

China invested over $150 billion in indigenous chip ecosystems.

Israel, with 1/100th our population, has 4x more semiconductor patents.

South Korea's Samsung is building 2nm chips while investing in AI-on-chip.

And we’re still debating whether to build our own compiler.

4. It’s Time to Build: No More Excuses

We must:

Hire 1,000 of the best minds globally — from ASML, Nvidia, OpenAI, Intel, MIT

Invest ₹1 lakh crore in a 5-year mission for sovereignty in AI, compilers, chips, and cloud infra
Create an India Stack for Sovereignty, not just service delivery

We’ve done it before:

ISRO did it with satellites

India Stack did it with public digital infrastructure

Nuclear scientists did it despite sanctions

We can do it again — but not with committees and cadre rules.


5. Separate the Civilisational from the Political

This mission cannot be politicised. Digital Swaraj is not about Left or Right — it’s about Bharat’s future.

There must be:

A non-partisan tech body with complete autonomy

A civilisational council of scientists, historians, architects, and developers

Separation of nation-building institutions from the political day-to-day machinery


The USA has DARPA. India needs its Swaraj Lab — for bold ideas with budgetary independence and results-driven review.

Conclusion: Bharat Must Not Be Digitally Colonised Again

India missed the Industrial Revolution. We joined the internet era as service providers, not infrastructure owners. But this time, we have the population, the engineers, the diaspora, and the desire.

What we lack is the courage to do things differently.

We must stop glorifying only distribution. Start building capability.
We must stop handing out only schemes. Start seeding sovereignty.

The world’s next superpower won’t just control oil or borders. It will control the chip, the cloud, and the code.


Let Bharat be that superpower.
Let’s stop surviving and start architecting our digital civilisation.
